The website is currently not fully compliant with the requirements of WCAG 2.1 at conformance level AA.

Some parts of the online service consist of legacy content published before June 28, 2025. According to § 2 (3) BFSG, these are subject to grandfathering provisions, which means there is no immediate legal obligation to ensure full accessibility.

Nevertheless, our goal is to gradually reduce existing barriers and adapt protected content to WCAG 2.1 AA requirements in the long term – as far as technically and economically feasible.

Optimization Strategy

Our optimization strategy is based on WCAG 2.1, conformance level AA, and additionally aims to meet selected AAA-level requirements (AA+), where technically and editorially appropriate.

The goal is to continuously improve accessibility without compromising system stability or user experience. Accordingly:

  • new content and functions will be designed to be accessible,
  • existing components will be revised for accessibility with every technical, functional, or design update,
  • content maintenance and updates will be handled by accessibility-aware editors,

1.1.1 Meaningful text alternatives for non-text content (A)
Not all non-text content (e.g. images, graphics, interactive elements) has suitable alternative text that clearly describes its purpose or content. This can cause information loss for screen reader users.

1.2.2 Captions for videos (A)
Videos do not consistently provide captions that cover spoken content and relevant sounds, disadvantaging users with hearing impairments.

1.2.3 Audio description or text alternative for videos (A) / 1.2.5 Audio description for videos (AA)
Recorded videos do not provide audio descriptions, making visual content insufficiently accessible for blind and visually impaired users.

1.3.1 Info and relationships (A)
The HTML structure and semantic markup are not consistently implemented (e.g. not all text is marked with <p></p>, or headings are not marked with <h2> or similar). This can hinder the use of assistive technologies.

1.3.2 Meaningful sequence (A)
The logical reading order of content is not always ensured, particularly when navigating with a keyboard or screen reader, which complicates orientation.

1.3.5 Identify input purpose (AA)
Form fields are not consistently marked with their intended purpose (e.g. for autofill assistance), which may cause usability issues, especially on mobile devices.

1.4.10 Reflow (AA)
At a screen width of 320 px or 200% zoom, horizontal scrolling is required, or content gets cut off, violating responsive design requirements.

1.4.12 Text spacing (AA)
Adjusting line, word, or character spacing according to WCAG requirements is not fully supported across all content, which can restrict readability.

2.1.1 Keyboard accessibility (A)
Not all website functions are fully operable via keyboard. This means users with motor impairments who cannot use a mouse may be unable to access or interact with certain areas of the site.

3.2.3 Consistent navigation (AA)
Recurring components (e.g. header, footer, main navigation, breadcrumbs, buttons) are not always presented in a consistent order or with consistent design. This makes it harder for users, especially with cognitive impairments, to learn the structure and orientation of the website.

4.1.1 W3C-compliant HTML (A)
The HTML syntax contains errors (e.g. missing tags, nested elements, duplicate IDs), which can cause problems for assistive technologies.

4.1.2 ARIA support (A)
